Mayor Neil Lizares with Talisay First Lady Atty. Rowena Lizares, Vice Nicolai Jalandoni and Sangguniang Panlungsod of the city of Talisay congratulate Talisay City Social Welfare and Development Office with head, Dionela Madrona for the successful staging of the 3rd Social Welfare Day as part of the 23rd Minuluan Festival.

Different sectors under the CSWD, the youth, women, different home owners associations, PWD, senior citizen, solo parent, 4Ps and Early Childhood Care and Development (ECCD), come together to celebrate and have fun.

A short talk was conducted in the morning and a "Minuluan Got Talent Show" in the afternoon.

The ECCD group won 1st place, the women's group got the 2nd place and the 3rd place went to the Solo Parent cluster for the Minuluan Got Talent contest.

For the Best in Booth contest, the Women's group earned the top spot, 2nd best in booth was awarded to the PWD sector and 3rd placer was the ECCD group.
